Agundiz Design S.C. is a Mexican civil society organization dedicated to advancing resilient, energy-efficient, and community-centered housing solutions for vulnerable populations. Building on decades of practical experience in construction and housing innovation, the organization has developed the ThermoHome® model, powered by the ThermoBlock® building system, to help address housing vulnerability, energy poverty, and climate resilience in underserved communities.

Mexico faces significant housing challenges that are intensified by rapid urbanization, climate change, extreme heat, and economic inequality. Many families continue to live in homes that provide limited thermal comfort, require high energy consumption, and offer insufficient protection against environmental hazards. These conditions affect public health, economic opportunity, and long-term community resilience.

The Global Initiative for Community Resilient Housing presents a scalable framework to support the development of resilient communities through the construction of energy-efficient housing, local capacity building, green employment, and community-based production. The initiative integrates innovative construction technology with sustainable development principles to strengthen resilience while promoting inclusive local economic growth.

The proposed program aims to develop 25 community resilient housing projects comprising 2,500 ThermoHome® units by 2030, contributing to Mexico's sustainable development priorities and the objectives of the 2030 Agenda for Sustainable Development. The initiative combines local ThermoBlock® manufacturing capacity, workforce training, community participation, and institutional collaboration to strengthen climate resilience, promote inclusive economic opportunities, and support long-term community development. Its implementation framework encourages collaboration among public institutions, development finance partners, philanthropic organizations, academic institutions, and private-sector stakeholders to maximize sustainable impact and scalability.

Beyond housing construction, the initiative seeks to strengthen community resilience by promoting local employment, improving energy efficiency, reducing environmental impacts, supporting women's participation in community development, and encouraging sustainable infrastructure aligned with national development priorities.

The proposal incorporates governance, transparency, monitoring, and accountability mechanisms to support effective implementation and responsible management of resources. Chapter 7. Investment Framework

Financing a Scalable Community Resilience Initiative

The Global Initiative for Community Resilient Housing is designed as a phased investment program that enables progressive implementation while maintaining financial accountability, operational flexibility, and long-term sustainability. The investment framework combines international financing with significant in-kind contributions from Agundiz Design S.C., reflecting a shared commitment to successful project delivery.

The proposed financing structure supports the development of 25 resilient housing communities comprising 2,500 ThermoHome® units, together with local ThermoBlock® production capacity, workforce training, technical assistance, project management, monitoring and evaluation, and community engagement activities. The program is structured to support implementation through 2030, in alignment with the objectives of the 2030 Agenda for Sustainable Development, while establishing a foundation for continued community resilience and long-term impact.

The estimated total program value is USD $120 million, consisting of:

  • International Financing Requested: USD $99.6 million
  • Agundiz Design S.C. In-Kind Contribution: USD $20.4 million

The in-kind contribution includes technical expertise, engineering, project management, program design, implementation support, training, and other institutional resources that strengthen the overall effectiveness and sustainability of the initiative.

Implementation is organized through phased investment to allow continuous evaluation, adaptive management, and responsible resource allocation. Each phase will be subject to performance monitoring, financial oversight, and periodic reporting to ensure transparency and accountability.

Financial management will be guided by internationally recognized principles of good governance, including transparent procurement, internal controls, independent financial oversight where applicable, risk management, and regular monitoring of program performance. These measures are intended to promote responsible stewardship of resources and build confidence among implementation partners and financing institutions.

The investment framework is designed to support collaboration among governments, development finance institutions, philanthropic foundations, impact investors, international organizations, and private-sector partners. Funding arrangements may be tailored to the objectives, eligibility criteria, and investment priorities of participating partners while maintaining a unified implementation framework.

While Mexico is internationally recognized for its cultural heritage and economic development, many rural and peri-urban communities continue to experience significant housing challenges. Families often live in thermally inefficient, structurally vulnerable dwellings that increase exposure to extreme heat, severe weather, and health risks while limiting educational and economic opportunities.

Our response is the ThermoHome® Community Resilient Housing Initiative, built using ThermoBlock® technology—an innovative construction system designed to improve thermal performance, reduce energy consumption, enhance structural resilience, and support sustainable community development.

The initiative seeks to establish strategic partnerships with development finance institutions, climate funds, philanthropic organizations, impact investors, academic institutions, and public authorities interested in supporting scalable housing solutions that contribute to internationally recognized sustainable development objectives.

Agundiz Design S.C. is a civil society organization dedicated to developing resilient housing and sustainable community solutions through engineering innovation, responsible governance, and collaborative partnerships.

Following a comprehensive technical assessment of housing conditions, climate risks, infrastructure needs, and long-term community resilience priorities in Ciudad Fernández, San Luis Potosí, Mexico, Agundiz Design S.C. has developed the Action Together – Community Resilient ThermoHome Initiative as a scalable implementation framework.

Based on this assessment, the organization has determined that the development of 25 Community Resilient Developments, comprising 2,500 climate-resilient ThermoHomes, represents an appropriate long-term investment to strengthen housing resilience, improve public health, enhance water and energy security, create local employment, and support sustainable socioeconomic development in alignment with the United Nations 2030 Agenda for Sustainable Development.

The proposed program represents a total investment of USD $120,000,000, including an international financing requirement of USD $99,600,000 (83%) and an in-kind contribution of USD $20,400,000 (17%) from Agundiz Design S.C. through ThermoBlock technology, engineering, architectural design, technical leadership, project management, capacity building, and implementation support.

International Alignment Statement
